Epithet: Named for the leaf texture.
Distribution: SE Yunnan, China.

Originally part of the Genus Carolinella which was later transferred to Primula. The name Primula obovata is illegitimate as it was already used so it was replaced with the name P. rugosa. This species is found in the area SE of Honghe, Yunnan. Plants are shallow rooted, leaves 3-6 per plant, oblong to obovate with a broadly cuneate to rounded base, rounded apex and a repand-crenate margin. Petioles shorter than blade, 0.5-5cm, sparsely pubescent becoming glabrous. Scapes 1-4 per plant, 5-18cm, trace pubescent at apex and base, with 6-12 rose colored flowers.
