Type specimen: Kingdon-Ward 6093, 5985 resides at Royal Botanic Garden Edinburgh (specimen E00024695) and KEW (specimen K000750215).

Epithet: Named for Frederick Marshman Bailey.
Distribution: SE Tibet (Xizang).

Very similar to P. littledalei and P. rotundifolia but growing only in SE Tibet. This species has orbicular leaves with a distinct, long petiole, truncate to slightly cordate base and thick white farina underneath. The leaves have a wrinkled texture. Corollas are pale violet to violet with a pale white or yellow eye and emarginate. Differs from P. rotundifolia by being more slender, with smaller leaves and notched flowers.
